Yes, it is true that it's hard to prosecute white collar crime, but you can make it easier by inviting witnesses to come forward. Instead the Obama administration has been on a "search and destroy" mission against whistleblowers.

Zero criminal referral. Zero indictments.

You can always indict the CEO, but these guys never will.
